THE “E.I.P” ACT
The “E.I.P” Act stands for the “Exist In Peace” Act. The E.I.P Act is a bill that I am petitioning our government to pass that will categorize making 911 calls against individuals on the basis of racial prejudice, discrimination, or racial bias as a Hate Crime, charging the 911 caller with a felony. I am petitioning our government to pass the E.I.P Act because in recent years, there has been an influx of incidents regarding Caucasians calling 911 on African Americans for trivial, non-criminal acts from enjoying a BBQ in the park with family, to taking a nap in the common area of their college dorm building, to entering one’s residential building. African Americans are being harassed while simply trying to exist in society and this must stop immediately. The number of publicized occurrences of these incidents are occurring more frequently and I believe this is because the individuals making the 911 calls are left with no repercussions, while the harassed individuals are left in emotional distress due to nothing more than racial profiling, racial prejudice, and intolerance for minorities. This is no way to live. We, as African Americans, deserve to live our lives and complete everyday tasks without the presumption that we are “out of place” because we are napping in our college dorm buildings while black, nor do we deserve to be questioned by Caucasian neighbors and followed to our front door upon entering our residential building, to determine whether we actually live in such a “luxurious” residential area. We, as African Americans, deserve to “Exist In Peace” and it starts today! To our governmental leaders, I petition you to pass the E.I.P Act and stop the harassment of African American citizens.
Our Mission
The weaponizing of 911 calls against African Americans is a grievance that must be addressed immediately. Amid the heinous crimes and injustices committed against African Americans in today’s society, we must look at the root cause of these incidents. Many of these incidents have often started with a frivolous call to 911.
For every second that officers are responding to 911 calls that have been made as a weapon of prejudice against African Americans, actual emergencies are going unaddressed and the lives of citizens elsewhere are in jeopardy. If this issue is not addressed with urgency, African Americans will continue to suffer the emotional turmoil of being harassed while engaging in ordinary, everyday tasks. Accompanied by the fear of one day facing a fatal interaction with police, this cycle of oppression will no doubt yield detrimental affects on the psyche of African Americans if left to continue.
What Is The Purpose Of The E.I.P Act?
To properly penalize 911 calls being made on the basis of racial prejudice, discrimination, and racial bias by categorizing these calls as Hate Crimes, to stop racial targeting, and to reduce the abuse of 911 emergency services.
How Will The EIP Act Impact Our Community?
If The E.I.P Act is passed, we can expect to:
- Deter citizens from using 911 as a weapon against African Americans

Reduce the financial strain on emergency services for non-emergency calls
- Begin the path to much needed peace and freedom for African Americans to live their lives without fear of being harassed by fellow citizens on a daily basis
- Reduce the need to over-staff 911 emergency services
